Introduction

We are building our alcohol pages to include additional information about prevalence, links to offending and interventions.  In London there has been some work completed that considers the known literature and the case for change for Interventions and Brief Advice for offenders with alcohol issues.

The case for change identifies the case for Primary Care Trust (PCT) commissioners to commission Identification and Brief Advice (IBA) provision for offender populations in prison, police custody, and court and probation settings.

The Literature Review highlights the known evidence base and rationale for making these changes.

The preliminary findings from the London Survey in 2010 were:

  • There is preliminary evidence for a gap in tier 1 provision by alcohol service providers which could link to the Criminal Justice System in London, although provision in primary care was not investigated
  • Half of service providers contacted receive referrals from the Probation Service or from the Youth Offending Team
  • Very few service providers contacted receive referrals from police, prison or other criminal justice agencies
  • The majority of services contacted work with clients who have been or are in the criminal justice system
  • Almost all services contacted are willing to provide services to people who have been or are in the criminal justice system

Results

96 services were identified

52 London provider services responded – response rate of 54%

 

  • 15% (8/52) provided Tier 1 services
  • 56% (29/52) provided Tier 2 services
  • 75% (39/52) provided Tier 3 services
  • 67% (35/52) provided Tier 4 services

Referral Sources

From Criminal Justice agencies

  • 50% (26/52) reported Probation or YOT as referral source
  • 6 % (3/52) reported Police as a referral source
  • 6 % (3/52) reported Prisons as a referral source
  • 4 % (2/52) reported other criminal justice agencies as a referral source

 Other referral sources

  • 63% (33/52) reported self-referral or open access as a referral source
  • 67% (35/52) reported General Practitioners as a referral source

88% of providers deliver services to people in contact with the criminal justice system
